WAY UP!!! Stephen Gratto costumed high up on stilts makes balloon creations for young and old alike!	Wherever he walked around Congress Park, Stephen Gratto caused quite a stir!	Mr. Gratto striding around, amusing young and old, on "ostritch stilts".
